English Rebutting `Preventive War' Against Iraq

Cardinal Camillo Ruini expressed firm opposition Monday to the waging of a "preventive war" against Iraq, setting up a potential problem for the government in the event it is asked to join any such military action.

(Source unknown, 16 September 2002) Cardinal Camillo Ruini, president of the Italian Bishops Conference said a preventive war would have "unacceptable human costs and grave destabilizing effects" in the Middle East.

Ruini said the wisest course of action would be the "arm of dissuasion" exercised with the support of the United Nations.

"For its part, Iraq will have to give realistic proof of its readiness" to respect U.N. resolutions, the cardinal told a meeting of top Italian church officials.

Italy has a large pacifist movement among its mainly Roman Catholic population, while segments of the left would likely also oppose unilateral U.S. action. The pope's opposition to the Gulf War made him a rallying point for such opponents of the war in Italy.

The Vatican has begun speaking out over the possibility of war.
