English Charges filed against Cardinal Lopez, Priest Hartley

A group of citizens in this city today filed suit against Santo Domingo archbishop and cardinal Nicolas de Jesus Lopez; San Pedro bishop Franciso Osoria, and San Jose de Los Llanos parish priest Christopher Hartley, charging them with actions equivalent to secession of national territory, and for protecting Haitians in detriment of Dominicans.

(Dominican Today, January, 16, 2006) SAN PEDRO.- The development is the latest in the row pitting Hartley and residents of San Jose de Los Llanos, which flared up in August when the priest provided the foreigners with units of a Government housing project.

According to the plaintiffs, the two bishops and the priest have broken the law by supposedly compromising the "territorial integrity and the self-determination of the Dominican people, for being against the ceding of a part of the national territory to foreigners, for the purpose of creating an antinational enclave within the Dominican territory that would be a Trojan horse for its destruction as was Kosovo in the international arena."

They are also accused by the Dominican citizens of placing signs in Spanish and Creole in the Regional Hospital Doctor Karl Theodoro George, for the purpose of facilitating the services to Haitians, in addition for having changed the name al health center.

The plaintiffs state that the Republic’s Courts must be responsible for the defense and sovereignty of the national territory, for which the San Pedro Penal Court can neither hear nor decide whether Francisco Osoria nor the British national Christopher Hartley could be given a part of the national territory to foreigners "by the simple will of the Bishop."

The plaintiffs, who seek damages of RD$3 million each, are Juan Vicente Vásquez, Juana Margarita González, Daysi González, Yolanny González and Julian Antonio Decena, whole lawyers are Jorge Tomás Mora, Daniel Moquete.
